i don't think pear is meant to be a single set of basic libraries
delivered in the standard php distribution. (there may be a small subset
of what people call 'pear' that includes this.)
your linux analogy is weak. i would consider the main php distribution
to be analogous to the linux kernel, which does not include various
supporting libraries. (this analogy is also tenuous because of the
current kitchen-sink approach to how things have been added to the main
php distribution.)
apparently, you see the main php distribution as analogous to something
like red hat linux. i think you are in the minority in that view.

federation is a type of organization.
i think that the closest thing that pear has to the project leader is
stig bakken.
if you knew who to submit the idea of porting swing to, what do you
expect they would do with the idea?
in my vision, the people who choose to write documentation are
responsible for writing it. in my experience, unless you are going to
start paying salaries, expecting anything more is only setting yourself
up for disappointment.

i don't see any benefit to including binarycloud with php. i see
tremendous benefits to it being an independent piece of software that
can maintain its own release schedule and development processes.
