The "standard core library" will be a special package avaible to
download at pear.php.net with a set of packages inside that are supposed
to be installed always if you want to use other Pear classes. There was
long time ago a discussion about this topic and that was the final
decision.
How will they be selected? Don't have the answer but sure with common
sense and evaluating things like reusability, number of users, number of
packages that depends on it plus the habitual things like coding
standars, quality, etc.
Who is a "pear developer"? IMHO the people who have contributed with
more number of packages, are actively supporting Pear (reviewing, fixing
bugs, enhancing) and/or perhaps also have more time involved, have some
kind of extra karma, but anyone who has contributed classes to Pear can
be considered a pear developer.
