We're not going to build Yet Another PHP Portal with code snippets.
Other people can and will do that without our help. What we want to do
with PEAR is to create an archive with code from which people can expect
a certain level of quality and uniformity (is that a word?).
On the other hand, there is absolutely nothing that prevents all the
code repository site developers, or the people who submitted their code
to these, to make PEAR packages. I just don't see the problem here.
