We won't distribute packages that are not open source. That is not to
say we want to prevent people from making them, but open sourced code is
what we focus on.
We'll allow anything that passes by the Open Source Definition
(http://www.opensource.org/osd.html).

This is a misconception. We will _offer_ CVS space to PEAR
contributors, but nobody will be forced to use it, that's against the
whole idea. GNOME does the same thing. Someone must really think I'm
on Spetznaz's payroll after all.
