No, it's just freely available, meaning do what you want with it at your
own responsability like everything else without an explicit license on the
Internet. Maybe I should put an explicit license text there, but I never
thought it was necessary. Once I was told that the copyrights are by
definition always of the author regardless if he registers any patents or
ownership records.
