I got that you are up to develop a way to distribute ready to use PHP
components. Which is precisely what the PHP Classes site provides.

Good, but what about letting people upload anything with that scope and
later have the material rated (probably by the whole community) instead
of filtering material before being accepted? That would avoid the sense
of potential prior descrimination.
