IMHO the best thing will be using a wording like "this package can be distributed under the same terms as PHP itself" as a default, but once again, we're not going to force people as long as they stay within the (IMHO pretty wide) definition of open source. If someone wants to make their package GPL, LGPL, MPL or whatever, fine. If they put a commercial license on it, we won't distribute it from our site.
