When you say "proven guilty" what exactly do you mean?
Merely that someone *feels* harassed does not, to me, rise to the level of "proven
guilty". It may objectively be true, or not. But regardless of what is objectively true, when
people *do* feel harassed, there are means at their disposal to stop receiving the harassment:
blocking, muting, junk-foldering, etc.
