Because it wouldn't be duplicating sf or tigris.org. It would be PEAR -- a repository for PHP libs & apps. In some cases these could be shipped w/ PHP, as currently. In all cases they would be installable using the PEAR installer; there would be support for dependencies as there are currently, etc. But it would be *open* like these systems.
