I have also been thinking about this lately and I must say that I find a
rating system very appealing. It will surely not be the solution to all
of the current problems, but giving people a way to provide feedback is
certainly a good thing.
In addition to asking the users for ratings, we might also figure out
some way to gather automated ratings based on e.g. the number of open
bugs. This will need some serious thoughts.

I think the rating should not only be about the conformance to the
standards, but also about the ease of use and overall contentment with
the package.

Another advantage is that people will more easily be able to distinguish
between "good" packages the rest by comparing the ratings.
