Here are some (negative) insights with CPAN's public rating
system. I think this is of interest in this discussion. The

My own opinion on the rest of the issues of today: I am in
favour of opening up PEAR and go for competition between
modules. I come from Perl and CPAN is open. Everybody and
their dog can add a module. In the end, word of mouth,
published articles and mentions in books highlight the
better modules from the less useful ones.
What really annoys me about PEAR is the terrible state that
the online documentation is in. If packages had to compete,
programmers would have a natural interest to supply and
publish good documentation, to get their module known out
there.
