Well, technically one can even today set up a own repository that
utilizes the PEAR installer infrastructure. Basically one needs to
provide a XML-RPC server that supports the methods used by the
installer. Additionally all packages in the repository need to exist in
PEAR's package format.
The XML-RPC server can then be set using
$ pear config-set master_server http://example.com/
This solution surely is a bit cumbersome, because there is no list with
all the necessary XML-RPC methods, but one can gather them from the
sourcecode of the installer with relatively few work.
